Why a charter?
Traditional social networks let anyone publish anything and moderate after the fact, often too late. The result: clickbait, viral misinformation and polarizing content boosted by algorithms. Bulle tackles the problem at the root. Rather than moderating an uncontrollable stream after publication, we impose a clear editorial framework upfront, directly inspired by the Munich Charter (1971), the declaration of duties and rights adopted by European journalist federations. This foundational text establishes simple principles: truth, independence, error correction, respect for individuals.
An acknowledged heritage: The Munich Charter, signed in 1971, defines 10 duties and 5 rights for journalists. Bulle adapts these principles to the context of social media so that every publication meets a shared ethical standard.
The 10 duties on Bulle
Every Bulle user, whether a casual reader or a content creator, commits to these ten fundamental duties.
1. Duty of truth
Verify your information before sharing it. Do not relay rumors, unsourced content or unverified claims. On Bulle, repeatedly and deliberately sharing false information is grounds for sanctions.
2. Responsible freedom of expression
Debating and criticizing are encouraged. What is not allowed is turning disagreement into aggression. Freedom of expression ends where harm to the dignity of others begins.
3. Respect for intellectual property
Do not republish someone else's work without attribution. Cite your sources. Respect copyright. On Bulle, content theft is a charter violation.
4. Privacy protection
Never disclose a third party's personal information without their consent. Doxing, in all its forms, is punished by immediate and permanent ban.
Zero tolerance on doxing: Disclosing a third party's personal information (address, phone number, real identity) results in an immediate and permanent ban, with no prior warning.
5. Obligation to correct errors
Everyone makes mistakes. On Bulle, a creator who publishes inaccurate information has a duty to publicly rectify it. The right to make mistakes exists, but the refusal to correct is sanctioned.
6. No harassment
Repeated unwanted messages, intimidation, threats, coordinated smear campaigns: harassment in all its forms is prohibited. Mandatory identity verification makes anonymous harassment structurally impossible.
7. No hate speech or discrimination
Any content inciting hatred, violence or discrimination based on origin, religion, gender, sexual orientation, disability or any other characteristic is strictly prohibited.
8. Distinction between content and advertising
Sponsored content must be identified as such. Commercial partnerships must be declared. Creators have a dedicated "sponsored" tag for commercial collaborations.
9. Protect vulnerable persons
Content involving minors is subject to enhanced scrutiny. Any exploitation or endangerment of a minor is reported to the relevant authorities. Creators must adapt their content considering the presence of minors in their audience.
10. Integrity and transparency
A creator who recommends a product in which they have a financial interest must disclose it. Transparency is the condition for trust.
How Bulle enforces the charter
A charter without enforcement is a statement of intent. Bulle backs it with concrete mechanisms.
Editorial committee. An independent committee reviews content quality and compliance. This is not an automated filter but a human driven process that evaluates context, nuance and intent.
Active moderation. Toxic behavior is detected and sanctioned before it escalates. Reports are handled by a human moderation team, and anti raid mechanisms are built in natively.
Graduated sanctions. The system follows three levels: warning (reminder of rules, request to correct), temporary suspension (publishing or commenting restricted for days to weeks), and permanent ban (account deletion). Severity is proportional: an uncorrected factual error is not treated the same as harassment or doxing.
Right to appeal. Every sanctioned user can appeal. The appeal is reviewed by a different team member, and the decision is communicated within a reasonable timeframe.
Mandatory AI and deepfake labeling. Any content generated or significantly modified by artificial intelligence must be labeled as such. Undisclosed deepfakes involving real individuals result in immediate sanctions.
Conclusion
The Bulle publishing charter is not decorative. It is the foundation on which the quality of the experience rests for every user. The standard is shared between the platform, which commits to moderating with rigor and fairness, the creators, who commit to producing verified and honest content, and the users, who commit to interacting with respect. When the rules are clear and enforced, everyone can express themselves with confidence, create without fear and stay informed without doubt.
